NSP was established as a fund to assist buyers and banks move REO (bank owned) properties off the market. The Housing and Economic Recovery Act of 2008 appropriated Community Development Block Grant funds for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties under the Neighborhood Stabilization Program (NSP) in Arizona.
